There are hoops for the dog's hind legs and bungee stirups for the non-working hind legs so not to drag on the ground.

I cannot reply to a Private Message (PM) that I was sent so I will note here that the K9 Cart is in fact a K9 Cart East that I purchased for my GSD in 2005. It is made of aircraft aluminum and has red and black wheels. I still have copies of the order form and the assembly instuctions.
