Wheel cart needed for 18 lb dachshund

Newly paralyzed dachshund, Dakoda, in need of wheelchair. Hes a little chunky at 18 lbs. And is 15" long. I don't have much to spend and was looking for one under $200 if possible; used is no problem as long as it's in good condition. He loves to be outside, even if his mom is lifting his back legs up with a soft scarf while he does the wheel barrel, but he would like his freedom back. Much appriciated if someone can give us a great deal. Also looking into the doggie drag bags while hes inside if anyone has extra to sell or input on if they work and are a good investment? Thank you!
